TRP Clean Energy Report

On June 24, Senate Minority Leader Mitch McConnell’s (R-KY) office said that the Senate Appropriations Committee is unlikely to consider a fiscal year 2015 Energy and Water Development bill after an amendment dispute ended a planned markup of the legislation. Further debate on the $34.2 billion draft legislation was cancelled after the White House said it would veto the bill if an amendment by McConnell to block the EPA's power plant carbon dioxide standards was included.

The markup cancellation dims prospects for the legislation, which along with providing $28.4 billion for the DOE, also provides $5.2 billion for the U.S. Army Corps of Engineers, $1.23 billion for programs within the Interior Department and independent agencies including the Nuclear Regulatory Commission. Last week, Senate Appropriations Chairwoman Sen. Barbara Mikulski (D-MD) said no progress had been made and that a path forward for the legislation remained uncertain. (BGOV, Natter, 6/25)
