Eli Kogan

Eli is a seasoned strategist with a two-decade-long career shaping policy and driving change at the highest levels of government.  He began his career on Capitol Hill with former Congressman Joseph Crowley (D-NY), before transitioning into the private sector, spending 13 years in the biotech sector advising senior commercial leadership and driving successful public policy advocacy campaigns.

Before joining Thorn Run, Eli spent over 6 years at Horizon Therapeutics, a rare and autoimmune disease company that was acquired in 2023.  He held various leadership positions, including Democratic and Republican engagement, international government affairs, and alliance development, helping Horizon achieve its public policy objectives and driving greater access to medicine for rare disease patients.

He led three successful public policy advocacy campaigns during the Tax Cuts and Jobs Act (TCJA) and the Inflation Reduction Act (IRA).  These efforts led to the preservation of the orphan drug tax credit (ODC) and avoided changes to the international tax code that would have significantly impacted foreign direct investment into the United States.

Before Horizon, Eli spent two years advising an international client on public policy strategy, engaging various international stakeholders, and five years at Genentech, managing tax and trade public policy engagement.

On Capitol Hill, working for Congressman Joseph Crowley (Ways and Means and Leadership), Eli helped shepherd numerous bills into law, including the Affordable Care Act and the 9/11 Workers Compensation Act.

Eli earned his bachelor’s degree in political science from the University of Maryland and a master’s in health communication from Boston University.  He lives in Bethesda, Maryland with his wife Kate, and their two kids, Lily and Matthew.
