Our team helps clients access government grants, tax incentives, and loans at the federal, state, and local government levels.

We utilize a network of proposal development specialists that assist us with writing winning government incentive solicitation responses. This covers both manufacturing buildout assistance and securing R&D funding from federal grant programs covering Technology/Manufacturing Levels 1-9 (proof of concept – laboratory development – prototyping to full scale-up production).

Our Team
  1. Chris Fish, Partner

    Chris brings significant experience in developing, implementing and managing government relations strategies to Thorn Run Partners. His career has been focused on representing semiconductor, defense, and energy sector clients before federal, state and local governments. He brings over 30 years of experience working for, and with, government entities.

  2. Jake Parduhn, Senior Vice President

    Jake has assisted clients in securing hundreds of millions of dollars from government funding resources. Prior work experience includes public sector government relations and economic development roles and serving as a U.S. House of Representatives staffer. Jake graduated from the London School of Economics with a Master of Science in economics. Agency expertise: Department of Defense, Department of Homeland Security, Department of Energy, Department of Commerce.

    Casey supports clients by engaging Congress, federal agencies, and state governments. He provides clients project management services and analysis of numerous government incentive programs including federal appropriations, state/local government site selection, infrastructure development, and defense/energy government funding support.     Phil has over 25 years of experience in the private and public sectors working with elected officials and CEOs of Fortune 500 companies. His expertise is in the areas of program management, value proposition development and grant writing. Phil works with clients in the semiconductor, defense and renewable energy sectors. Value Proposition Development 

  1. We work with clients to develop value propositions that illustrate why it is in the government’s best interest to provide incentives to build/retrofit manufacturing capability and or secure government incentives to support your objectives. Value proposition development is focused on working off of templates that we provide to build out your concept.

Government Affairs and Targeted Outreach

  1. With the developed value proposition we next secure meetings with key local, state, and federal officials to assist clients secure feedback on your government incentives request before we respond to government solicitations that can provide you the incentives you are seeking. We also help clients complete government incentive package applications for submission.

Site Selection

  1. We assist clients with geographic location review of state and local government sites to build out greenfield manufacturing as well as R&D facilities. We guide clients through the review of business requirements, infrastructure requirements, and government incentive programs that are all part of the decision making process on the location of your greenfield site selection build out.

Proposal Development and Writing
  1. We assist with preparing, writing, and submitting applications for local, state, and federal incentives. This includes assistance with large scale federal manufacturing support grant pre-applications and 100-page plus full proposal response applications.
  2. Proposal Management

    We pair our clients with a dedicated proposal manager to ensure the coordination of the proposal development process and compliance with proposal requirements.

  3. Proposal Writing

    We assign a dedicated proposal writer to assist with developing the proposal narrative and unifying it in one voice, as well as assistance with writing proposal sections.

  4. Mock Program Manager Reviews

    We provide a “mock” review of a near-final draft of clients’ proposals that mimics the process by which government program offices will evaluate proposals. Proposals are evaluated for the strategic nature of their value proposition and responsiveness to proposal requirements. Our reviewers are experienced federal grant proposers with graduate degrees in technical fields.

  5. Copy Editors

    We will assign a professional editor to service government solicitation responses. The editor provides feedback on final proposal drafts, reviewing punctuation, grammar, typographical errors, understandability, etc.

R&D Quad Chart & Concept Paper Development

  1. We assist clients by developing quad charts — one-page documents that concisely capture the research concept federal agency relevance, technology maturation goals, budget/timeline and a listing of the individuals conducting the proposed research. Quad charts are developed by organizations seeking funding from federal research and development programs within the Departments of Defense and Energy, among other agencies. Our team has developed a successful process for assisting clients build quad charts and using these documents for early-stage meeting outreach with federal grant program managers to vet your proposed research concept before one responds to a federal R&D grant solicitation.

Locating Federal Incentive (grant, tax incentive relief, loan) Programs

  1. There are over 900 incentive programs offered by 26 federal agencies and sub-agencies that administer billions of dollars in funding/incentives for R&D, demonstration, and pilot scale/full scale production assistance. Clients can secure funding/incentives from these programs. Our team specializes in identifying specific federal incentive programs of interest for the clients we work with.
