Carmen Ojeda joined Thorn Run Partners in September of 2024, bringing a background in policy research, legislative analysis, and political advocacy. She works primarily with the firm’s Local Government and Appropriations policy teams, analyzing key legislative and regulatory processes for a large portfolio of state and local government clients.
Prior to joining Thorn Run, Carmen served in the Office of Rep. Rick Larsen (WA-02) where she supported the Congressman by analyzing policy, drafting legislative recommendations, and performing constituent services. In this role, Carmen was tasked with undertaking complex projects for both the Capitol and district offices, granting her experience working with policy on federal and local levels. Prior to her time on the Hill, Carmen served as an intern at Thorn Run, conducting legislative research, engaging in congressional outreach, and assisting the firm’s federal lobbyists with legislative and regulatory analysis. During her internship she gained valuable experience by working with a variety of clients across the firm’s practice groups.
Carmen is a graduate of Loyola University Chicago, where she received a Bachelor of Arts in Political Science and English and graduated as a member of the Political Science Honors Society. In her free time, Carmen enjoys exploring D.C.’s many coffee shops and attempting to convince her friends that the National Postal Museum is Washington’s hidden gem.
