Kyler Phillips

Senior Legislative Associate

Kyler Phillips joined Thorn Run Partners in October of 2021, bringing a diverse set of experiences from the executive branch, the non-profit sector, and academia. At Thorn Run, he supports the firm’s practice on a broad range of key policy priorities, ranging from performing in-depth research for the firm’s health care clients to tracking policy developments in financial services, particularly as they relate to the nascent crypto industry. In addition to his work on health care and financial services, Kyler leads policy work for Thorn Run’s energy clientele, including leading the Energy Policy Report, a comprehensive weekly overview of energy-relevant policy developments in Congress and the administration.

Prior to joining Thorn Run, Kyler had two stints at the State Department, where he worked as a Consular Affairs intern at the U.S. Consulate General of Guangzhou and again as a Public Affairs intern at the U.S. Embassy in Beijing. Kyler also worked as an intern at Machik, a small non-profit based in DC that focuses on Tibetan issues, and as a research assistant for a professor interested in Chinese military and police issues.

Kyler is a graduate of Cornell University, where he earned a Bachelor of Arts in both Government and China & Asia-Pacific Studies. He currently resides in the neighborhood between Logan and Dupont Circle.
