Pamela Welsh joined Thorn Run Partners in 2024 as a seasoned public policy strategist with 20 years of expertise in advocating on behalf of state and local governments, airports, transportation agencies, institutions of higher education, and nonprofits across a wide range of issue areas, including, but not limited to aviation, transportation, homeland security, housing, energy, water and environmental resources, among others.
Pam has a proven record of success in developing and executing comprehensive strategic plans, navigating the federal budget process to secure funding for client priorities, securing statutory changes to eliminate regulatory challenges or promote client projects, and engaging at all levels of government through political transitions. She is accomplished at cultivating relationships across diverse stakeholders, including the creation of coalitions, as necessary, to drive impactful results for her clients.
With expertise in the federal budget and appropriations processes, Pam has had particular success in securing federal funding and financing for her clients through congressional appropriations and authorizations, as well as from agencies’ discretionary and competitive programs. She was also recognized for her expertise in the American Rescue Plan Act’s State and Local Fiscal Recovery Fund.
Prior to joining Thorn Run Partners, Pam spent over 23 years at a global law firm, co-managing the firm’s local government practice. She resides in Arlington, Virginia.
