Victoria Cram is an experienced advocate for a wide range of public entities, including cities, counties, transit authorities, airports, and sewer/water districts. She specializes in providing strategic guidance, policy development, regulatory analysis, and support for positioning elected state and local officials and public administrators on the national level. Vicki establishes tactical partnerships and facilitates coalition building. She works with Congress, the White House, and the federal agencies to advance the interests and positions of her clients, regardless of changes in Congressional leadership and Administrations. Many of her clients have relied on her expertise for decades.
With more than 30 years of federal lobbying experience, Vicki has a robust background in public sector advocacy in the following areas: appropriations, transportation and infrastructure, tax, energy and environment, water, natural resources, community and economic development, public safety housing, workforce, immigration, telecommunications, homeland security, public finance, human services, emergency preparedness and recovery, and resilience. She has a successful track record in securing federal appropriations and assisting with successful federal grant opportunities.
Prior to joining Thorn Run Partners, Vicki served as Co-Chair of the Transportation, Infrastructure, and Local Government practice group at a global law firm for 15 years. She also helped establish the Washington DC office of a Portland, Oregon-based law firm, where she served as Government Affairs Director. Earlier in her career, she was a City Representative at the National Center for Municipal Development and served on Capitol Hill working for a Member of Congress and a Congressional caucus.
Vicki lives in Potomac, Maryland with her husband. In her free time, she enjoys horseback riding, gardening, and spending time with her family.
