With declining Head Start enrollment in Los Angeles County, the Los Angeles County Office of Education (LACOE), one of the largest Head Start providers in the country, sought TRP's help to include Supplemental Nutrition Assistance Program (SNAP) benefits in Head Start eligibility criteria.
TRP first advocated for the change with members of Congress and, after obtaining support from several members, organized a congressional letter to Department of Health and Human Services (HHS) Secretary Xavier Becerra requesting the SNAP modification to Head Start eligibility criteria.
After a short period of time, HHS agreed to the modification, which expanded the pool of eligible participants in Head Start programs nationwide.
