The Senate will convene for legislative business this week as Democratic leadership looks to continue the confirmation process for President Joe Biden’s key cabinet nominees. After confirming both Gen. Lloyd Austin to be Secretary of Defense and Avril Haines to be Director of National Intelligence, senators will vote on Janet Yellen’s nomination to lead the Treasury Department this evening. In the House, lawmakers are not expected to convene for votes this week but will instead begin the process of organizing its committees for the 117th Congress.

In an article for CQ, TRP’s Jason Rosenstock offered commentary on the Senate Democrats’ Banking Committee agenda for the 117th Congress. With Democrats in control, Rosenstock pointed out that the Biden administration will be able to staff up significantly quicker and with more liberal nominees compared to what was forecasted under a GOP-controlled Senate. Also on the agenda, he expects Senate Democrats to use the Congressional Review Act (PL 104-121) to rescind regulations finalized by the Trump administration in the last 60 legislative days. However, given the 50-50 margin in the upper chamber, Rosenstock aptly stated that centrist senators on the committee will affect the scope of Senate Banking Committee Chairman Sherrod Brown’s (D-OH) agenda, leading to smaller, more targeted proposals on the issues Chairman Brown cares about.

Capitol Hill Update
Congress formally certified President-elect Joe Biden as the winner of the 2020 presidential election following a chaotic day on Capitol Hill. The process was delayed after rioters broke into the Capitol building, forcing an hours-long lockdown that pushed the certification process into the early morning hours. Despite repeatedly stating that he will not concede the election and supported GOP lawmakers’ efforts to overturn results in several states, President Donald Trump issued a statement after the certification saying “there will be an orderly transition” to the incoming Biden administration. The President-elect will be sworn into office on Wednesday, January 20.
