Missy Deerin

Missy is a big-picture problem solver with a keen eye for detail. A seasoned operations professional with management experience that spans multiple brands and industries, she joined Thorn Run Partners in March 2025 to support the firm’s day-to-day operations, while strategically streamlining business processes to boost overall efficiency.

Prior to her tenure at Thorn Run, Missy was the Vice President of Operations at Lot Sixteen, a rapidly growing lobbying and communications firm in Washington, D.C. From the firm’s inception, and throughout six and a half successful years, she expertly developed, implemented, and refined operational practices across a variety of areas, including contracts, compliance and risk management, hiring, onboarding and staff development, human resources and benefits, finance, and facilities management. Beyond her experience at Lot Sixteen, her capabilities draw on a number of experiences that give her an edge in operations administration. Her management roles in retail and visual merchandising, contributions as a camera crew member for C-SPAN, operation of her own interior design business, service on various boards of directors, and leadership in multiple fundraising initiatives have uniquely equipped her with the diligence, adaptability, and creativity that are essential for excelling in her current role.

Missy is an alumna of Loyola University New Orleans where she earned a degree in Journalism and Political Science. A proud Washington, D.C. native, she lives in Maryland with her husband and three children.

Fatima Falcon

Fatima joined Thorn Run Partners in 2024, most recently serving as a Business Resource Manager at the Oregon Business Resource Center program. As a Business Resource Manager, she helped small businesses impacted by the pandemic connect to resources from state agencies, nonprofits, and other professionals to create personalized networks of support. She also advocated for these businesses with local elected officials, highlighting the importance of programs like the Oregon BRC in strengthening the local economy.
Before her time at the Oregon BRC, Fatima worked as the Membership Specialist at the Keizer Chamber of Commerce. She expanded her experience with Latino business owners through her volunteer work with the Latino Business Alliance (LBA). She served as LBA’s Board Secretary and chaired their annual business convention, ExpoNegocio, which draws over 315 attendees each year. Additionally, she organized and co-taught weekly bilingual citizenship classes in collaboration with a local nonprofit at the Keizer Chamber of Commerce. Her experience with small businesses has strengthened her connections along the OR I-5 corridor.
Originally from Mexico, Fatima has lived in Keizer since 2009. She earned her B.S. in Chemistry, with double minors in Mathematics and French, from Linfield University.  She enjoys karaoke, hiking, and spending time with her family and friends.

Elise Kreutzer

Elise joined Thorn Run Partners in 2025 after completing her Master of Public Affairs at the Watson Institute for International and Public Affairs at Brown University. Prior to joining Thorn Run, Elise interned with the Maryland Department of Health, where she specialized in analyzing policy decisions impacting the state’s renowned Primary Care Program. Through this experience, Elise solidified her passion for both observing the nation’s health care transformation and examining the impact of health policy decisions across the country. 

Elise grew up in Portland, OR, and is happy to return after spending her collegiate years in Providence, RI, where she studied Public Health and Visual Art and swam on the Women’s Swimming & Diving team at Brown. In her free time, Elise enjoys snowboarding, expanding her film photography portfolio, listening to music, and spending time with her family.

Victoria Cram

Victoria Cram is an experienced advocate for a wide range of public entities, including cities, counties, transit authorities, airports, and sewer/water districts. She specializes in providing strategic guidance, policy development, regulatory analysis, and support for positioning elected state and local officials and public administrators on the national level. Vicki establishes tactical partnerships and facilitates coalition building. She works with Congress, the White House, and the federal agencies to advance the interests and positions of her clients, regardless of changes in Congressional leadership and Administrations. Many of her clients have relied on her expertise for decades.

With more than 30 years of federal lobbying experience, Vicki has a robust background in public sector advocacy in the following areas: appropriations, transportation and infrastructure, tax, energy and environment, water, natural resources, community and economic development, public safety housing, workforce, immigration, telecommunications, homeland security, public finance, human services, emergency preparedness and recovery, and resilience. She has a successful track record in securing federal appropriations and assisting with successful federal grant opportunities.

Prior to joining Thorn Run Partners, Vicki served as Co-Chair of the Transportation, Infrastructure, and Local Government practice group at a global law firm for 15 years. She also helped establish the Washington DC office of a Portland, Oregon-based law firm, where she served as Government Affairs Director. Earlier in her career, she was a City Representative at the National Center for Municipal Development and served on Capitol Hill working for a Member of Congress and a Congressional caucus.

Vicki lives in Potomac, Maryland with her husband. In her free time, she enjoys horseback riding, gardening, and spending time with her family.

Pamela Welsh

Pamela Welsh joined Thorn Run Partners in 2024 as a seasoned public policy strategist with 20 years of expertise in advocating on behalf of state and local governments, airports, transportation agencies, institutions of higher education, and nonprofits across a wide range of issue areas, including, but not limited to aviation, transportation, homeland security, housing, energy, water and environmental resources, among others.

Pam has a proven record of success in developing and executing comprehensive strategic plans, navigating the federal budget process to secure funding for client priorities, securing statutory changes to eliminate regulatory challenges or promote client projects, and engaging at all levels of government through political transitions. She is accomplished at cultivating relationships across diverse stakeholders, including the creation of coalitions, as necessary, to drive impactful results for her clients.

With expertise in the federal budget and appropriations processes, Pam has had particular success in securing federal funding and financing for her clients through congressional appropriations and authorizations, as well as from agencies’ discretionary and competitive programs. She was also recognized for her expertise in the American Rescue Plan Act’s State and Local Fiscal Recovery Fund.

Prior to joining Thorn Run Partners, Pam spent over 23 years at a global law firm, co-managing the firm’s local government practice. She resides in Arlington, Virginia.

Jordan Marsh

Jordan Marsh brings a decade of experience in government relations, strategic advocacy, and political campaign management to Thorn Run Partners. With a deep understanding of federal and state policy, and an extensive network across the public and private sectors, he expertly navigates complex legislative landscapes to deliver tangible results for clients. As a South Carolina native with over six years of experience in the Governor’s office, Marsh is well-positioned to expand the firm’s influence and support for clients in the Palmetto State.

Prior to joining Thorn Run Partners, Jordan served as Director of Federal Affairs for South Carolina Governor Henry McMaster, representing the state’s interests in Washington, D.C. He advanced the Governor’s federal priorities, supporting initiatives across 25 state agencies in areas such as economic development, environmental policy, infrastructure, energy, healthcare, and disaster recovery.

As South Carolina’s Infrastructure Coordinator, Jordan was instrumental in implementing and optimizing federal investments through the Infrastructure Investment and Jobs Act, CHIPS Act, and Inflation Reduction Act. He secured millions in federal appropriations and grants for key projects while managing a broad legislative portfolio and collaborating closely with Congress, the White House, and federal agencies.

Jordan also served as State Alternate to the Appalachian Regional Commission and the Southeastern Crescent Regional Commission, where he led rural development efforts through competitive grant programs. He acted as Governor McMaster’s liaison to the National Governors Association and the Republican Governors Association, working on a wide range of federal and state policies while developing key relationships on Capitol Hill and with governors’ offices nationwide.

Jordan’s political career began on U.S. Senator Lindsey Graham’s 2014 re-election campaign. He later directed Governor McMaster’s successful 2018 campaign and led the South Carolina Republican Party’s Victory campaign as State Director. Earlier in his career, Jordan played a key role in passing landmark transportation funding legislation while working for a South Carolina trade association.

A native of Florence, S.C., Jordan received a B.A. in Political Science from the University of South Carolina. He currently lives in Washington, D.C.

Carmen Ojeda

Carmen Ojeda joined Thorn Run Partners in September of 2024, bringing a background in policy research, legislative analysis, and political advocacy. She works primarily with the firm’s Local Government and Appropriations policy teams, analyzing key legislative and regulatory processes for a large portfolio of state and local government clients.

Prior to joining Thorn Run, Carmen served as an intern in the Office of Rep. Rick Larsen (WA-02). In this role, Carmen was tasked with undertaking complex projects for both the Capitol and district offices, granting her experience working with policy on federal and local levels. Prior to her time on the Hill, Carmen served as an intern at Thorn Run, conducting legislative research, engaging in congressional outreach, and assisting the firm’s federal lobbyists with legislative and regulatory analysis. During her internship she gained valuable experience by working with a variety of clients across the firm’s practice groups.

Carmen is a graduate of Loyola University Chicago, where she received a Bachelor of Arts in Political Science and English and graduated as a member of the Political Science Honors Society. In her free time, Carmen enjoys exploring D.C.’s many coffee shops and attempting to convince her friends that the National Postal Museum is Washington’s hidden gem.

Megan Garcia

Megan joined Thorn Run Partners in 2024 after finishing an AmeriCorps term of service with College Possible, a national college access and success program. She served high school juniors in rural Oregon communities, creating individualized action plans for each student and serving as a rural program recruitment lead. Prior, she interned on Capitol Hill with Rep. Kurt Schrader (D-OR).

Megan grew up in California and graduated from Willamette University with a B.A. in Politics, Policy, Law and Ethics and a minor in Civic Communications and Media.

Maggie McKean

Maggie McKean joined Thorn Run Partners in October of 2023 with a background in health care policy, advocacy, and research. At Thorn Run, Maggie supports the firm’s health care team in tracking federal health care policy through the legislative and regulatory processes, as well as leading projects and supporting advocacy campaigns on a variety of health care issues.

Prior to joining Thorn Run, Maggie worked at the Federation of American Hospitals. In this role, she tracked and analyzed the impacts of federal health care policy on the U.S. hospital system, translating those complexities into understandable messages for both the public and members of Congress. Maggie’s experience extends to the nonprofit sector as well, where she helped establish the Homeless Reduction Task Force of Northwest Florida during an internship with the co-chairing nonprofit. She now sits on the board of directors for this nonprofit, continuing her involvement with the development of the task force’s strategic plan. She also has public sector experience as a local campaign manager, which resulted in her candidate’s successful election to Pensacola’s city council. This diverse background across sectors solidified her passion for policy and its direct impact on quality of life, especially in the health care space.

During her academic journey at Tulane University, she developed a particular passion for the potential of addressing health disparities through Medicaid expansion and other policy changes within federal health care programs. Maggie holds two degrees from Tulane University: a Bachelor of Science in Public Health and a Master of Public Health in Health Policy.  

B.G. Wright

B.G. Wright joined Thorn Run Partners in January 2021 with more than three decades of experience in Congress and service across the military. Immediately prior to joining Thorn Run, Mr. Wright served as a professional staff member for the House Committee on Appropriations, Subcommittee on Commerce, Justice and Science (CJS). His oversight responsibilities include the National Aeronautics and Space Administration (NASA), the Office of Science and Technology Policy, and the National Space Council, providing generational impact to programs that will return humans to the Moon and beyond.

Mr. Wright served as staff in the U.S. Congress for 26 years, beginning as a military fellow while completing more than 22 years of military service, retiring as a Colonel. He served as a professional staff member with the House Committee on Appropriations from 2008 to 2020; the Senate Committee on Appropriations from 1995 to 2008; and held multiple concurrent Pentagon assignments from 1990 to 2000.

Prior to his assignment on the House Appropriations CJS Subcommittee, Mr. Wright served on the House Appropriations Subcommittee on Defense, where his portfolio included: all Overseas Contingency Operations for the Afghanistan, Iraq, and Syrian conflicts; Overseas Humanitarian Disaster and Civic Assistance; and the National Guard and Reserve Equipment Accounts. In addition to his broad portfolio, he organized over 80 Congressional visits to over 95 countries on every continent.

Before his service in the House, Mr. Wright served as a professional staff member for the Senate Committee on Appropriations. He held several roles including professional staff member for the Subcommittee on Military Construction and Veterans Affairs; acting as liaison to the U.S. Senate, Committee on Armed Services; liaison to the U.S. Senate National Security Working Group; and coordinating Senate floor amendments for annual appropriations bills.

During his service in the U.S. Army, Colonel Wright was a battalion commander and a combat veteran of Operations Desert Shield and Desert Storm. He supported Department of Defense engagement with the Legislative Branch through several postings at the Pentagon with the Office of the Secretary of the Army and the National Guard Bureau; was a military fellow to the U.S. Senate, Committee on Appropriations; and was a White House military aide to President Clinton.

Mr. Wright holds a master’s degree in political science from the University of Louisville, a bachelor’s degree in business administration from Eastern Kentucky University, attended the U.S. Army War College, is a graduate of the U.S. Army Command and General Staff Officer’s College, and completed the U.S. Department of State Foreign Service Institute’s Foreign Affairs Interdepartmental Seminar.

Throughout his career, Mr. Wright has been the recipient of many awards, medals, and honors. He is the 2017 recipient of the National Guard Association of the United States’ distinguished Montgomery Medal; the 2017 recipient of the National Guard Bureau’s Minuteman Award; a Member of the Outstanding Young Men of America; and the Golden Key National Honor Society (Scholastic). His military awards include: The Bronze Star (Desert Shield/Desert Storm – during combat); The Joint Service Commendation Medal; and five times awarded the Meritorious Service Medal; and many other military awards.
