Thorn Run Partners’ Chris Hayes Launches Coalition for Tokenized Markets

New transatlantic coalition brings together leading financial institutions to help shape the future of tokenized capital markets.

Thorn Run Partners is proud to announce the launch of the Coalition for Tokenized Markets (CTM), a new industry-led coalition founded and led by TRP Partner Chris Hayes.

As Executive Director of CTM, Chris has brought together an impressive group of founding members—including Franklin Templeton, Janus Henderson, J.P. Morgan Asset Management, and WisdomTree—to advance practical policy solutions supporting the responsible growth of tokenized financial markets.

The coalition was created at a pivotal moment for financial services. As traditional financial assets increasingly move onto distributed ledger technology, policymakers in the United States and Europe are grappling with how existing regulatory frameworks should evolve to accommodate new market structures and technologies.

CTM will serve as a forum for collaboration among leaders across traditional finance, digital assets, and market infrastructure, with a focus on regulatory modernization, cross-border policy coordination, and institutional adoption of tokenized securities, funds, and collateral.

“Tokenization is moving from concept to market reality, and the rules being shaped today will determine how these markets develop,” said Chris Hayes. “CTM was created to bring leading firms together around practical policy solutions in the U.S. and Europe that enable tokenized securities, funds, and collateral to scale safely, compliantly, and globally.”

Chris brings more than 15 years of experience at the intersection of financial services, emerging technology, and public policy. Throughout his career, he has advised clients on complex legislative and regulatory challenges, helping organizations navigate rapidly evolving policy environments in the United States and abroad.

Mary will join the firm’s maritime practice and support clients across the maritime, logistics, transportation, infrastructure, and international trade sectors.

Mary joins TRP after more than a decade of senior leadership at the Federal Maritime Commission (FMC), most recently serving as Chief of Staff. A trusted advisor to four successive Chairmen since 2013, including former FMC Chairman Louis Sola, whom she now joins at Thorn Run Partners, Mary helped guide the agency through periods of significant regulatory change, market disruption, and global supply chain challenges.

During her tenure at the FMC, Mary developed deep expertise in competition, compliance, and enforcement policies affecting international trade. She played a central role in implementing major rulemakings mandated by the Ocean Shipping Reform Act of 2022 and in shaping U.S. international ocean shipping policy. Her experience at the Commission included senior legal and policy roles across enforcement, international affairs, compliance and consumer protection, and dispute resolution.

As a senior executive, Mary helped lead the agency’s response to unprecedented global supply chain disruptions, representing the Commission in high-level interagency initiatives advancing national priorities related to transportation, economic competitiveness, and infrastructure investment.

Prior to her federal service, Mary clerked for the Superior Court of New Jersey, Criminal Division.
